Gen Caleb Akandwanaho, widely known as Salim Saleh, has criticised Uganda’s current land management system, calling it a major barrier to industrialisation. Writing in a newly published book co-authored with Pascal Wathum Odoch, Saleh argues that all four land ownership models and their legal frameworks limit large-scale production needed for expanding industries. The book, Organising Land for National Economic Transformation, emphasises that reforms must protect customary land tenure while enabling productive use. Saleh says Uganda’s challenge is not land scarcity but poor organisation, urging a shift toward strategic land use policies that support development while preserving social stability.
